For legal reasons they couldn't be charged ...
You forget the legal requirements the have to go through to get hold of dogs even in the worse state ..
That is the one... The staff was healthy.. The had no legal right to take her off them and she was put on a watch list ...
The female was rehomed and looked happy and healthy at the end .. The male they ended up having to pts..
They found a male at the same address that weighed about 22kg
