It is impossible to tell from a photograph. What breed are the dam and sire and have you seen them? And have they been tested for all possible genetic faults/problems? The "room" or whatever it is does not look like anything where a responsible breeder would keep puppies, and definitely does not appear to be comfortable or puppy friendly - is the litter from a puppy farm/mill? I would think twice, or thrice before considering a puppy from such a place.
I agree, these are miserable conditions. I would expect the puppies to either be very active, running, rolling and mouthing - or fast asleep! These babies seem withdrawn and huddled. I had three litters of Goldens in the 1960's, and my puppies had fluffier coats - especially around the neck and ears, broader skulls, and stocky legs with noticeable room for growth in their knees. Do they have full documentation? (KC registration, record of parents health certificates, registered microchip cert.). Caveat Emptor!
To refresh my memory, I have just Googled Golden Retriever puppy pictures. As I said above, more chunky, wider skulls and fluffier coats. Have a look for yourself.
Don't look like Golden Retrievers to me either. They would have longer hair. And I agree, deplorable conditions for puppies...
